Do you think it reasonable to think that people not involved with the investigation would probably not care if she were indicted or not? And, possibly those who were directly involved with the investigation, and had done the actual work were upset when their work was thrown aside and ignored?

If they had nothing to do with the investigation, why would they care? And why would McCabe address those?
It would be more reasonable to say, "I can say, as Director Comey said, that those directly involved with the investigation was behind the decision not to indict Secretary Clinton." Instead he plainly said there were those that were openly upset with the decision not to indict.
