Never! Try everything before uppp. You need to find a dentist that treats osa.
It isn't jaw related. Swollen tonsils and enlarged tissue. I tried CPAP as well. Just couldn't handle it. I'm not looking forward to it or anything but I don't like not sleeping well and waking up with a sore throats feeling half the time. It's so bad I gag and sometimes puke in the mornings.

My daughter actually had a very similar situation, had her adenoids out at 9 and it was truly life changing. With that said, I would get more opinions, because I'm sure there would be some rationale for doing all if the surgeries at once, but I personally would do the tonsils only first. The stories, and the results of uppp are not very favorable.
Eta: Talk to more people who have had uppp (I haven't) and their results before you listen to anything I say.

Just a little more about a dental appliance. The effect of the jaw being brought both forward and open is dragging ALL of those soft tissues that you are talking about out of both the NASAL and oral pathways of breathing. Most oral appliances are fixed, without opening, reinforcing a lip seal, to encourage nasal breathing. But there are also other options that allow complete opening as well if that is more comfortable.
