Georgia is certainly not a 100% free lunch state. There may be certain schools or systems that are, but not the entire state.
I know that Gwinnett County schools have the federal free and reduced lunch program, but kids who do not qualify (or have parents who would qualify but do not sign the kids up) either pay for their lunch or, at least at the elementary school level, they get a PB&J sandwich and water.
