That's pretty much the main difference. Ska has more punk influences as well.
For example:
Reggae
In Your Eyes - Tribal Seeds
Ska
Date Rape - Sublime

The original ska predates punk, so it didn't originally have punk influences. There was a second generation ska that was a punk genre, like the Mighty Mighty Bostones.
As others said: ska is more uptempo with more doo wop and R&B flavor. The reason Marley is lumped in as a Ska artist is because they originally were a ska band then evolved into the roots reggae sound that he's most famous for.

It's the other way around...
There is also Rocksteady... which is somewhere in between Ska and Reggae...
