I would think that they would replace it. You might request a table inside though if conditions are that bad.

Since you chose to sit outside with high winds, they should have had employees out there just for you to stand around and block the wind.

I don't see how a man's two pound porterhouse got blown away. Now, a woman's 6 oz. filet, on the other hand...
