The only way to do it and it have any positive effect is to have no exepmtions to service whatsoever...no health reason, no conscientious objection, no ROTC...nothing.

The Military's worst nightmare is a conscripted force....dealing with all of those pissed of frickers is a nightmare scenario....hell dealing with the huge number who realize they made a huge fricking mistake volunteering is enough to drive most people insane...
