I haven't watched the show, but from what I remember as a casual observer was that there was no doubt she was a terrible mother (likely contributing to the child's death) and that she disposed of the child's body, but there wasn't proof Beyond a reasonable doubt that she actually killed the child. (She probably did,)
The prosecutor should have included some lesser counts in the indictment related to child abuse, not reporting a crime, obstruction, etc. but they didn't want the jury to "settle" on those lesser charges. They went for murder and couldn't prove murder so they got her on nothing.

Basically.
No doubt that she covered up the death, but no way to prove beyond a reasonable doubt that it was first-degree murder as opposed to an accidental death or negligent homicide.

This is exactly right.
Prosecutor failure. Plain and simple. They could've easily convicted her of several other charges and sent her to jail for 20 years at least.
Negligent homicide, child endangerment, obstruction, etc.
ETA:
I, like most sane people, believe she killed her daughter. There would be no reason for this cover up and extent of the lying if it was simply an accident. However, they couldn't prove it. Its not about what they did, its about what you can prove.
