I have a question about this. Are actual DL speeds what they advertise? Im paying for 15mb/sec but actual downloads on something like steam, is around 1.8mb/sec. Are actual speeds 1/8th of whats advertised?

You get a "best effort" speed. Only fiber-to-the-home and (sometimes) DSL networks give you all of that bandwidth. If you're paying for 15 but getting 2, that's a problem and you need to report a trouble. If you're paying for 15 and get 10, then that's likely just overhead and/or shared bandwidth and you are fine.

Isps rip you off on purpose, hoping the average consumer doesnt realize they arent getting what they pay for.

Check speedtest.net and run a speedtest. If the numbers dont match, call and bitch
