The way they were caught by the Saviors is what I was thinking. Their group is small at Alexandria, Hilltop, etc. It is far easier for groups of 2-3 to go out and scavenge unnoticed. Much harder when you're cruising in an RV with a caravan behind it. Even the Saviors don't really move around in large numbers. There may be a group in one area, and a group in another, but you rarely see them all at once, even at their compound. They have the outposts set up.

The thing the rest of the people have against them is a reluctance to really join together. And different "leaders" at their locations wanting to do what is best for them, and not for the group of non-saviors as a whole. Like Gregory trying to buddy up and put on a show when the Saviors come around. Or Ezekiel and the way he rules.
