Regardless if an estimate us within the MOE or not, a higher estimate in a sample is still more likely to be higher in the population.

They should. The blame for Trump is he didn't try or try hard enough to oust Ryan.
Ryan is Speaker. He couldn't even get a bill close enough to vote on.
Plus both Houses already passed tough bills and sent them to Obama. Now that they have someone to sign them they are too cowardly to send them up.
They deserve far more ridicule than Trump and anyone with half a brain should see this. Problem is too many people on the left have Trump in their head and can't let it go.
Ryan failed. Both houses are full of fakes. They deserve constant mockery until they vote on a repeal.

Really? You typed all that verify that the number of people who blame Trump more than they do Ryan, could actually be VERY small?

No one argued that point. My contention was that within the MOE, they COULD be equally blamed. In fact, at 5.2% MOE, Ryan COULD actually receive more of the blame if every Republican was to cast an actual 'vote'
a 3% difference within a 5.2% MOE isn't a gloatable difference, as that poster had tried to do (was my point)
