San Diego seems like a very desirable location, and to a lesser extent St. Louis does as well.

I personally think it will be either San Diego or London. Many in NFL leadership positions really want London. I think they have done a good bit of planning already. Instead of doing home and away every two weeks they will do a series (probably four at a time) in London and then in the US using a domestic base of operations. Maybe schedule visiting teams to go before their bye week. The logistics are an issue, but not insurmountable, and I think the potential market is too large for the NFL to ignore.
