The entire GOP. They've had 7 years to come to a consensus on a replacement, and didnt. They've run 3 consecutive national elections on repealing ACA. Thy convinced enough voters ACA was terrible,and voters gave them all 3 branches in kind. And what do they do? They rush out an awful bill that effectively just cut taxes on higher incomes. And they did it in a way far worse than how Dems passed ACA, something they bellyached about for 7 years. Bunch of craven, dishonest hacks.
