I have a question....with regard to electrical outlets, what does the term "dedicated" mean?

keep the GFCI and add a "Snap-power" USB charger

"At this time our products are not compatible with GFCI outlets. GFCI outlets can be identified by the test and reset buttons between the plugs."

If there is no water on the island change the GFI out , but whatever outlet is the first one on the load side or (down stream ) as you put it , change it out to a gfi .....
Not exactly code but since you have no water in the island don't let it bother you ...
Just remember when you replace the next outlet to a gfi to put whatever outlets down line that is not a Gfi but is in the kitchen on the load side of the new GFI you install ..

You would be looking at $40 ish for the breaker, $10 for the outlet, 15 minutes of work. Not too bad

It's the easiest thing here.
