Frollo killed a woman in cold blood, abused her child as his slave and told him he was a monster, attempted to murder a gypsy because he lusted after her and burned down a house with people inside of it because they didn't know anything about where the gypsies were.

Scar is bad, but I don't think he's above Frollo
