At the end of the day, the people saying Batman just don't realize how hilarious it is that Batman "beats" everyone. It became so forced in the comics that it ruined the character a little.

Cap was genetically modified to be the fastest and strongest human on earth. He stopped a helicopter from taking off by doing a bicep curl. It wouldn't be a close fight.

So their initial fight would go to CA. But isn't Batman considerably more intelligent? And his wealth would allow him to bring more resources to bear.
It's the same as Stark and his Ironman suits. His intelligence and access to resources allows him to develop gear designed to take out specific adversaries.
