Most companies report to their respective state environmental agencies for permits and accidental releases. Eliminating the EPA may not change many of the environmental laws, but I think it is a bad idea from a CERCLA standpoint. It will also create problems for states that share watersheds and have other scenarios where their pollution can impact one another.

I'm fine with reducing the EPA though. In Texas, the TCEQ and Railroad Commission are famous for pushing back against new regulations. Broad sweeping environmental laws may not be the best way to handle every type of pollution, and many regulatory issues should be up to the states.

If 46 states (including Texas and Louisiana) can get together and create an agreement for nurses to be licensed in one of those states and work in the others, I think Texas and Louisiana can get together on pollution issues involving the Sabine River.
