Aren't the Netherlands immigration policies based off of your ethnicity, not your nationality?

For the record, I'm not disagreeing with you. I think the US penal system is terrible. But to ignore the stark differences in education, family structure, geography, culture, and immigration policies when discussing prisons is just avoiding reality.
