Not true. There was a time when there was no tops and people still went to college. I went to LSU prior to tops and my classes were full. I don't care if tops does go away. I've made plans to pay for my child's education either way.

TOPS was supposed to be merit based with the intention of keeping the best and brightest in state. Not just a free handout. It became a huge waste of taxpayer money on kids that have no business going to college at all.

It ain't free. Someones tax dollars are being spent on stupid stuff. Fix the roads, guard the borders don't redistribute money to other peoples.
