My property didn't flood.....but they did manage to re-assess it and increase my bill

As I understand it, the houses that flooded were reassessed down and houses that didn't were mostly reassessed up because the value of those houses increased because they didn't flood.

Mine did flood, and my tax bill still went up. They blamed a reassessment year.
