Assuming this is true in arguendo.

Incredibly. Small. Segment. of the Population. You could EASILY target them with a small program that is aimed only at them and not the entire market.

Two in my family prior to ACA and both have insurance, but both were responsible adults.

Once again, if they adulted and carried insurance before getting sick, it's not pre-existing it's what you pay for.
