His angle is trying to get them to build in the US instead. I'm guessing the 35% tax is on all imports from Mexico, not just US companies that move to Mexico. Is Toyota an American company?
And as far as the tax being passed on to the consumer, that may be true in some cases, but not always. How much will BMW's sales drop if they pass the entire 35% increase to the consumer? In the free market, the consumer will decide if they want to pay the tax, or buy something else. If enough people buy something else, BMW will have to eat some, if not all of the tax.
