Because, CAF.
They play two matches each match day at the host stadiums. The pitch for the final should be in pristine condition, after hosting ten matches.

Tunisia went up shortly after the break and then draws a penalty on a volley and a busted clearance attempt from an Algerian who tried to head it back to the GK from 40 yards out.
The Tunisian then goes in on a breakaway and pulls himself down in the box with the defender on his heels (yet no real contact) and draws a penalty.
Match fixing is in full effect
