I've only seen a few articles referencing a suspected OD. This one says they both have a history of addiction.

The oldest child is only 2!
Did they stop to shoot up at 2 am on the highway? Seems so odd, but I guess addicted folks do crazy things.

My bet is suicide pact by drug overdose.
They probably had enough concern for the children to pull over on the highway and put their hazards on. That way, someone is eventually bound to stop to check the car and find the kids. They did it outside the car so the kids wouldn't see them do it. Notice the phrasing.
