Has nothing to do with rain per se. It's about driving slow on the highway for any reason. What if you're on a spare? What if you're having car trouble? By the way, I don't put the hazards on personally. I just don't have a problem with it.

a spare by law has to be able to achieve minimum interstate speeds, so I do not think having a spare qualifies as needing flashers.

Just stay in the right doing 55.

A full size spare is no different than any other tire.
