Driving in the rain does not qualify for any of that.

Just have your lights on, the tail lights are enough, the flashing lights are distracting and can be dangerous if the person with flashing lights is changing lanes.

Has nothing to do with rain per se. It's about driving slow on the highway for any reason. What if you're on a spare? What if you're having car trouble? By the way, I don't put the hazards on personally. I just don't have a problem with it.
