Driving in the rain does not qualify for any of that.
Just have your lights on, the tail lights are enough, the flashing lights are distracting and can be dangerous if the person with flashing lights is changing lanes.

A few years ago I had a case that dealt directly with this issue. Roadway hazards aren't "low visibility conditions;" they refer to motionless objects in the roadway.
But you read a statute oncewith no training, so I'm sure you know best.
