Not only to make Trump's job more difficult but for a more simple reason....
To get trump to say it's Obamas fault so obama can get on the tv shows and talk shite? The underlying reason he is staying in D.C.?

He's angry that America took a dump on his plans of continuing his "legacy" through the DNC's self-entitled queen. It's humorous that he is doing and saying outlandish things just to get attention. Everyone knows that all eyes are turned to Trump, and he can't stand the fact that no one cares what he thinks anymore.

He's just setting things up so that once Trump is inaugurated and restores normal relations with Russia the libs can say "see, trump's in the tank for Putin because the first thing he did was lift Russian sanctions!"

With all the stupidity Obama is doing in the last few weeks of his administration he is indeed developing his legacy. Showing how petty he is by creating foreign policy problems with Israel and Russia and showing how to demean an incoming administration.
