I think there is a lot that goes into having good educational systems, which makes it much more complicated than just having good schools.

Actually, it's pretty fricking simple. It's called parenting. How invloved are the parents in schooling and/or the school itself?

How do you enforce or change that? The issue may be easy to identify, but the solution is not.
