This shite happened to me a few years ago while the neighbor was out. The pipe burst between the mainline and their water valve at the house, so I couldn't turn it off without getting into the city shutoff. I didn't have a key and didn't want to break anything, so I called the water company and they said there was a $250 service call fee if the pipe broke past the city shutoff, even if it broke before the house. It wasn't my place to make that decision so I placed a few calls and texts to the neighbors and let it be. They eventually got a plumber out there and fixed everything. Being a good Samaritan stops when you're asked to authorize a $250 charge to your neighbor.
