I'm going with yes. I flew through the Houston (IAH) airport over Thanksgiving weekend, it really felt like I was in Mexico. One lady was trying to plug in her cell phone and the charger wasn't working. She didn't even attempt to ask for help in English, just started speaking spanish and luckily a young SJW came to her rescue and told her in spanish where she could charge her phone. I'm all for understanding different cultures (as seen on the travel board), but you have to at least make an attempt at speaking the language of the country.
When I went to china in september I would try to talk to the waiters/waitresses in chinese. It was horrible broken chinese, but they got the idea and tried speaking with me in broken english so we were able to establish some sort of communication
