How does this system work?
Say you got a job out of college that is paying $30K a year on a salary. Are you now eligible for overtime?

Yes or comp time.
I think of you are under 47500, you get OT or comp time for >40 hours.

Pretty much. But most companies will not want to pay OT though, so you will be required to stay at 40. The OT budgets I would assume for most will be very very tight.
It can be good in some cases and bad in others. You lose flexibility and some benefits that go along with being exempt vs nonexempt.
