BYU doesn't need a FB conference. They have an auto bid to a bowl they chose. They have a good league location wise for their Olympic Sports in the WCC where they dictate what and when they want to play. The only better deal is Boise's football deal to rejoin the MWC. They keep their bowl money with no shares.
Notre Dame will not join a conference, they have too much pull in CFB. They got exactly what they wanted, guaranteed half ACC schedule and keep the traditional rivals.

That being said I think its a PR nightmare for College football to leave the military academies out of what would be the top level of college football. So I'm thinking it will more than 64 teams.
You could easily do 6 12 team conferences with either top 2 receiving byes first round of playoffs or an 8 team playoff with 6 conference winners and 2 at large
