Vacation is definitely negotiable. As previously said just about everything is negotiable. Personally I'd always ask for more vacation especially if countered with a lower salary or being asked to move to a new job for same money.
In my opinion vacation is a good way for employees to get a lot of value in negotiations. Because the managers I deal with are usually only focused on the salary per person.
That vacation in week increments is total bullshite. I wouldn't move on that personally.

Most banks have this policy. It's a way to prevent theft and fraud as if someone has some elaborate scheme, it will sometimes expose itself with that person being gone for a week. It is absolutely non-negotiable with a lot of banks.
In my experience with vacation negotiations, there is some flexibility on how many days you start with if you start mid-year somewhere, but future years is pretty rigid. Unless you're interviewing for upper management/executive level. Really depends on the industry, company, and size of the company.
