I just looked. I can't find anything in the constitution that requires people to modify their property to protect against flooding. Fortunately, the easiest way to protest big government would be to decline any financial assistance it may offer you.

I wasnt there because i didnt flood but some friends were and they said there were alot of pissed off people in there.

From what i was told, if home was more than 50% damaged and you are below base elevation....raise
