I actually do not think this sounds like a bad idea. Obviously you should follow the proper channels, but the reasons he listed are actually reasonable.
He is the strength and conditioning coach it is his responsibility to make sure guys are doing what they are suppose to do when he is not around. Assuming it was strictly in the weights area and not in the locker rooms or bathrooms.
Good idea, poor execution.
