That did not happen. And if that is what happened the police would not be relieved of their duties
They fired into the car as it was speeding away, which is against Their written police policy. The guy got out and ran and they shot him in the back.

Happened in anchorage a few years back with excellent footage. Cop was absolved but they changed policy.
