11 is in my all time top 5, 12 was complete garbage, 13 was much better than 12 but still miles from 11.
Regarding the movie itself, if ever an all female cast would work it would be in this situation. The primary draw of the oceans movies is the ensemble cast anyways. I think people were so put off by ghostbusters reboot that they are already biased against this one. Not having Julia Roberts is a huge miss though, and either Pitt or clooney should have a small role to really tie the films together.
