The most successful snapper fisherman I know says to use huge circle hooks and load them up with bait...like 6 pogies, to make a bait ball out if it. He says the little ones will feed off of it until the big one shows up and swallows it all. He says you'll know when it happens.

With a 2 fish limit this sounds like it's worth trying. Size of hook is proportional to the size of fish you're targeting...makes sense, frick the small ones.
