Putting OP's request for a pat on the back aside, Why are you being such an insufferable prick? Help me out here and explain why the Federal Government is monitoring every meal their Homeland Officers' eat. What if they were just wiped out after a long day fighting dipshits like you and wanted to just take a hot shower and crash in their hotel room for the night? Do they have to fill out paperwork for not eating? I understand the difficulty of regulating gifts to government employees but you are way far off the reservation on this one.
Edit: Just off the phone with my dad who is a recently retired corporate accountant for the IRS and he intimated that you were laughably FOS.

I'm not sure what Louie's is, but it doesn't sound like we are talking about a $250 a pop dinner followed by lap dances and bj's. I mean I doubt their boss is going to be concerned with someone buying them a fried chicken dinner after such an unfortunate day.

When you have what is essentially a terrorist act where police officers were sniped, you can bet your bottom dollar no DHS agent is going to take free anything from anyone.

I'm currently conducting a TDY travel audit for a center within my command. We're DoD, not DHS, but I can tell you how it works for us (and we have very stringent security).
Depending on locality you get a per diem of a certain amount for lodging and M&IE, which is meals and incidental expenses. Yes, government workers are supposed to report gifts in excess of a set amount (it depends), but if they were ever audited the auditors would not be looking for what they spent on a single meal. In fact, in my command expenses under $75 don't require a receipt to be included in the travel voucher. We just make sure M&IE is the right amount and only 75% of the full amount for the first and last day of travel.
I hope you paid for it and didn't say anything to them. If a director asked about it they'd honestly be able to say that a stranger paid for it and they didn't know who it was. I don't think anyone would ever ask.
