Don't remember seeing another kid, but maybe so. We know El's mother was one of the test subjects when she was younger. I'm thinking she had some sort of power too. That would explain why they stole El when she was a baby - they believe the power would be passed down from mother to child. Also, maybe the mother was a little older when they experimented on her, so they couldn't harness her power as well. Stealing El when she was a baby allowed them to work with her at a lot younger age, so they could develope her skills.

Wouldn't be surprised if the mother is involved in season 2. Maybe she finds out about El and snaps back into reality and starts f'n things up.
