tie the tubes of all males at age 10 and then untie them when they become taxpayers. This would stop the out of wedlock child births by the poors and slow down our welfare state drastically. NO taxes NO kids, dabigfella for NO mayor

Part of me thinks that limiting childbirth is the solution as well, but man could you imagine the shite storm that would produce if any congressman ever announced a bill like that?
