Because they were the team best suited to go west, as natural mate for Rangers.
This has always been an issue. In the first division setup, Whitesox went west, losing affinity with top rivals NY, Cleveland and Detroit. Cubs somehow managed to go east, while 2 EDT teams- Braves and Reds- were sent West.
Other choices would have been putting KC-StL in west. Or Brewers with either Cubs or Whitesox.
Astros were easiest move.
