IMO a flop shot is something very golfer under a 10 handicap needs to be able to hit.
Esp of you're playing somewhere with elevated greens.
60 or 64 can accomp this.
I carry a lob, 56, gap and pitching wedge in my bag.

You can easily play a flop with a 56 or 58 with the correct bounce.
