*IF* you could ever get buy-in on promotion/relegation, you'd probably have to promote/demote by average W/L every three years or five years or something.
It would be nice for there to be a penalty for teams to *consistently* suck like the 76ers or Browns.

I'd even take that going on three years. The league would have to adjust for tournies and not play during copa and such
