Guys can blow out their arms either way. There have been Japanese pitchers that throw everyday, they blow out. There have been guys who adhere to strict pitch counts and rest schedules, they blow out too.

It is almost like the Icing argument.

Mississippi St did not believe in icing, yet no arm issues.

An arm has only certain amount of throws in it, no matter rest or not rest. The P should know what his arm, back and legs feel like and know when enough is enough.

Guttin threw Ziegler 110 plus as much as he could and he's had a good MLB career. He threw Rheinecker the same way and 2 years after debuting in Texas he had arm issues. Strasburgh had arm issues the year after being shut down. No real way to determine if it was work or lack of work in any case.

There is a definitive link between over-usuage and arm damage. Yes it can happen even if you don't take precaution, but its a fact that you have a higher chance with over-usage of the arm. Also there is just going to be a lot more skepticism when coaches over use guys who they will have no use for in 3 weeks.
