No it is an extension. It will not change our cap till next year.
If it hit this year we wouldn't be able to sign our rookie class.

At best we could lower it by maybe a couple of tens of thousands (depends on his base) but not enough to worry about doing it. His base is either at or very near the minimum. The rest is guaranteed money that can't be shifted.
