I don't know about noticeably. His biggest advantage was the 20 yard short shuttle - 4.78 to 4.95 40 time - Jackson 5.51 Turner 5.58 3 cone - Jackson 8.25 Turner 8.2
Turner broad jumped 7'4" to Jackson 9'
Vert 19" to Jackson 29"
You can't use Turners pro day 3 cone compared to Jacksons combine
Pro day 3 cone for both
Jackson 7.91
Turner 8.2
As you mentioned the 20 yard shuttle
Those are noticeable differences in the most important drills

The three cone isn't a huge gap.
I will say looking at it now it seems Turner has a weaker lower body but he has a strong upper body (as strong as Jackson did).
The agility and speed is comparable.
So maybe that lower body strength deficiency, which is not good to have at guard, scared teams off.
That's still with the question of when did he pull a hammy. What order did he do the drills? Because a pulled hamstring will definitely affect those two drills more than others.
