Yeah running I-49 through Allendale will improve it.

I don't know much about Shreveport but I will say running interstates through urban/high density neighborhoods almost always make them worse off. They cut the flow of surface traffic and kill what businesses are left is the neighborhoods.

So while it may not be the best neighborhood, most go through cycles and gentrification almost always happens on some level. Cutting a historic working class neighborhood with local businesses in half with an interstate won't help st all.

Just my $.02 not knowing the area or neighborhood just speaking of most urban environments that have dealt with something similar

Allendale is not a "working class" neighborhood

With cities people want to be in.

Who wants to gentrify Shreveport?

I understand what you're saying, but that's not an accurate description of downtown Shreveport and Allendale neighborhood.

Crack Trap Houses?

As long as all the crack houses are there that area is gonna stay dead.

I-49 would clean it up and force that area into change.

The bulldozers would definitely improve those neighborhoods.
