I don't know much about Shreveport but I will say running interstates through urban/high density neighborhoods almost always make them worse off. They cut the flow of surface traffic and kill what businesses are left is the neighborhoods.

So while it may not be the best neighborhood, most go through cycles and gentrification almost always happens on some level. Cutting a historic working class neighborhood with local businesses in half with an interstate won't help st all.

Just my $.02 not knowing the area or neighborhood just speaking of most urban environments that have dealt with something similar
