I just went out to grab lunch and cruised down Waugh over Buffalo Bayou. The wate was over the rim on the basketball goals at Spotts Park...it wasn't even that high during the Memorial Day floods.

Why is it that we have such an inordinate amount of minority population so adversely affected during natural disaster events?

Land is cheaper in the river bottoms, and some folks are procrastinators, whether by nature or by culture.

Two people drowned because they went around a barricade and drove straight in to high water near 59/610 in the Galleria.
